Parameter signature_scheme

TLS 1.3 and later only (ie whenever signature_context is given): the 16-bit SignatureScheme to sign with, chosen by the caller from among the certificate's and peer's mutually acceptable schemes (RFC 8446 4.2.3) -- cipher_spec's signature_alg is deliberately left at SIGNATURE_anonymous for KE_tls13 suites (a "not suite-tied" marker, not a claim of anonymity), so the generic CipherSpec.sign() used below for TLS 1.0-1.2 can't be reused here.
