Some common explicit tags for convenience.

These are typically used to indicate which of several optional fields are present.

Eg RFC 5915 section 3:
ECPrivateKey ::= SEQUENCE {
      version        INTEGER { ecPrivkeyVer1(1) } (ecPrivkeyVer1),
      privateKey     OCTET STRING,
      parameters [0] ECParameters {{ NamedCurve }} OPTIONAL,
      publicKey  [1] BIT STRING OPTIONAL
    }
The presence of the fields parameters and publicKey above
   are indicated with TaggedType0 and TaggedType1 respectively.
